Dr. Victoria Blacksmith holds the position of CEO at Granite Wellness Centers and its affiliated Foundation. She is a Clinical Psychologist; her academic background equips her to enhance the well-being of individuals in both therapeutic and non-therapeutic environments. Dr. Victoria is a goal-driven mental health professional with a distinctive combination of skills and a wealth of leadership experience in the non-profit human services sector. She oversees the organization and delivery of various substance use and co-occurring disorder treatments across both locations. Her work is centered on the effective execution and strategic reorganization of health and wellness programs. As an individual with first-generation American roots, Dr. Victoria is deeply committed to addressing the longstanding and current inequities faced by minority groups. Her dedication extends to reducing disparities and fortifying local communities.

Jessica Alderson is a Certified Drug and Alcohol Counselor CADC-1 and has an associate degree in business administration. She brings her expertise to support individuals facing substance use and mental health challenges. Her philosophy is to treat people with dignity and to understand that struggles are unique and essential for healing and success. Jessica’s client centered approach makes a meaningful impact on the population she serves.

Charlotte French is a seasoned behavioral health clinician and clinical leader with over a decade of experience supporting Individual, families, youth and interdisciplinary teams. She is deeply committed to meeting individuals where they are, using evidence-based practices to provide thoughtful, high-quality care. Charlotte strives toward bringing clinical excellence into every space she works—through supervision, collaboration, and direct service—ensuring care is compassionate, ethical, and grounded in best practice.

Kathryn Horton

Kathryn is a CADC II and Program Manager overseeing Outpatient Programs. She is currently pursuing a master’s degree toward licensure as a Clinical Supervisor. Her leadership is grounded in a client-centered framework and strong collaboration with external partners and community agencies to ensure coordinated, high-quality care. Kathryn provides strategic oversight of program operations while supporting evidence-based practices that promote accountability, continuity of care, and sustainable recovery outcomes for the individuals and communities served.

Miranda McQueen

Miranda McQueen has worked in the healing and wellness field for nearly 10 years. As a Substance Use Counselor, she helped diagnose and treat individuals with a variety of mental health conditions leading her patients to positive outcomes. Miranda was also a Registered Alcohol and Drug Technician. She joined the Granite Wellness Centers’ Action Team as a Peer Support Counselor in 2019 to improve lives through substance use treatment and services. In her current role, she works directly with the organization’s CEO, as well as supporting the administrative team, to apply a holistic approach ensuring favorable results for clients as well as their families. Miranda believes it is vital to maintain a positive attitude and brings her life experience and passion to this profession.

Dr. Neal Mehra, MD, MBA

Dr. Neal Mehra has a BS in Biochemistry and Cell Biology from UC San Diego, graduating first in his class. He received his medical degree from UC Davis School of Medicine, where he also completed his residency in Neurology. He earned an MBA at UC Davis Graduate School of Management. With expertise in the clinical, business, and technological
aspects of healthcare, he served as a Senior Consultant at Ernst & Young, LLP developing clinical quality improvement initiatives. Dr. Mehra has managed several medical groups and served as Chief Operating Officer
and Director of Strategy for large multi-state physician groups. Dr. Mehra has also served as Medical Director for three of the leading Addiction
Medicine treatment organizations in the Sacramento area. He is honored and excited to serve as the Medical Director of Granite Wellness Centers.

Irma Moraga has served as a professional in the substance use, wellness, and healing fields since 2006 as a counselor, educator, and administrator. She brings her wealth of knowledge and experience to both the English and Spanish speaking communities. She is a Certified Alcohol and Drug Counselor II and is accredited as an International Certified Alcohol and Drug Counselor. She has worked closely with people in a variety of settings, including crisis management, helping to lead her clients to success. She has expertise in recovery with women. Additionally, Irma assists those in the court system facing DUI or drug and alcohol related changes with the upmost care and concern.

Shelley Rogers is a Prevention Specialist with more than 18 years of experience in the field of youth substance use prevention. She is recognized for her leadership in mobilizing communities to create positive opportunities for youth and their families. Shelley shares her passion to keep young people and their loved ones from ever having to experience the struggle and loss associated with addiction. She believes in strengths-based approaches to healing and empowering youth with the ability to thrive and succeed.

Nathan Rude

Nathan Rude shares more than 20 years of professional experience with his clients and their families. He has an advanced credential as a Substance Use Disorder Certified Counselor II, with more than 40,000 hours of work in residential treatment, outpatient treatment, and DUI programs. He also holds a Bachelor of Science degree. Nathan is responsible for overseeing Granite Wellness Centers’ outpatient and DUI programs in Placer County, for the Roseville campus. He enjoys the opportunity to help people from diverse backgrounds and is honored to have taken part in the many successes of parolees as well as seniors. Nathan’s philosophy is to treat all clients with dignity, allowing them to develop, create, and achieve their goals. He believes the journey to wellness should be fun.

Steve Martino

MartinoWest Business and Insurance Solutions President and CEO, Steve Martino, is an inspirational leader and devoted entrepreneur with more than 40 years of experience in helping businesses succeed. His passion is to help those around him and to leave every business and organization better than he found it. Steve participates in activities that improve social well-being and support local businesses. His involvement with the community not only spreads positivity and brings more growth opportunities for everyone, but also, raises awareness of specific issues and causes. He is dedicated volunteering a portion of his time to Granite Wellness Centers, where he offers his experience and expertise to advance the mission of this life-changing organization.

Chip Arenchild

Chip Arenchild is the Vice President of InterWest Insurance Services. He holds a bachelor’s degree in ecology from UC, Santa Barbara. Chip has more than 20 years of experience in the insurance industry. His professional success is built upon his understanding of real-life challenges, a comprehensive risk management approach, commitment, continual improvement, and integrity. He has a proven track record in fostering meaningful partnerships with customers. Chip has always been determined to make an impact in the lives of others. Chip has volunteered on the Granite Wellness Centers Board of Directors since 2012, sharing his passion for strengthening our community.

Dave Scinto
GWC Treasurer, Foundation Member
Dave Scinto is a founding partner of Scinto Group LLP, a prominent accounting firm located in Grass Valley. He has more than 30 years of experience working with business owners, wealth-orientated individuals, and real-estate investors within several industries. His experience, along with his accounting knowledge, allows Dave to understand a company’s operations and goals, to provide meaningful contributions through his consulting. Dave believes in “moving the needle” on pressing social challenges to have a positive impact on our communities. In additional to his work with Granite Wellness Centers, he has served on the Board of Directors of the Domestic Violence and Sexual Assault Coalition. He is also the president of the Underground Goldminers Museum and a member of the 49er Rotary Breakfast Club of Nevada City.

Dave Powers
GWC Member, GWCF Member
Captain Dave Powers began his law enforcement career with the Placer County Sheriff’s Office in 1994, after earning a Bachelor of Science in criminal justice. He worked first in the Corrections Division before transferring to Patrol where he was part of the Special Enforcement Team from 1999 until 2006. In 2005, Dave was promoted to sergeant and served in both the Corrections and Patrol Divisions as a first line supervisor. Additionally, he was selected as the K9Unit supervisor and worked with his K9 partner, Nash, for six years.
Promoted to lieutenant in 2010, Dave has performed in a variety of assignments, including: the Placer County Superior Courts; South Placer Adult Correctional Facility; and, as the South Placer Substation Commander in Loomis. From 2014 until 2017, he was the team commander to the Special Enforcement Team. Dave was promoted to captain in July 2017 and became the Placer County Assistant Sheriff in 2022.
An advocate for the community, Dave joined the Granite Wellness Centers Board of Directors in 2023. He works closely with the GWC leadership team in understanding health and wellness issues facing both adolescents and adults.
